The organization has updated its symbols. There are a new Coat
of Arms (see here)
featuring the insular domains of the country (that is San Andrés); new logo (see here)
that is used as alternate Coat of Arms, and a new flag, which
is the same color pattern of an orange flag with a white
rectanlge on the canton and the Coat of Arms on it.
The explanation of the symbols is found on page 4 of this PDF
document found on their official website.
The structure of the Defensa Civil as it currently operates today
is basically defined by Decree No. 2341 of 1971, operating under
the Ministry of National Defence.

The "Socorro Nacional" (National Relief) (formally "Socorro Nacional en caso
de Calamidad Pública", National Relief in case of Public Calamity) was
established in 1948 by the "Ley 49 del 22 de Noviembre de 1948" (https://sidn.ramajudicial.gov.co/.../Ley%2048%20de%201948.pdf),
which set the Colombian chapter of the Red Cross in
coordination with the "Ministerio de Guerra" (English: Ministry of War)
(currently Ministry of Defense) and the Ministry
of Hygiene (currently Ministry of Health) in charge of relief
efforts, as well as establishing the "Cruz Roja Juvenil" (Youth Red
Cross), dependant on the Ministry of Education. This was modified by "Decreto
3398 del 24 de Diciembre de 1965" (English: Decree 3398 of December 24, 1965"
establishing the "Defensa Nacional" and modifying the denomination of
the "Ministerio de Guerra" to "Ministerio de Defensa Nacional" in charge of this
framework, with the aid of the Defensa Civil (DC) established by "Decreto 2341
del 3 de Diciembre de 1971
